The Virginia Animal Protection Group (VAPG) is committed to transforming animal welfare policy, enforcement, and community engagement across the Commonwealth.
Over the next 18 months, we will align 35+ legislative initiatives, strengthen strategic partnerships, and expand community programs that improve the lives of companion animals, farm animals, and wildlife.
Our approach blends policy advocacy, grassroots mobilization, AI-driven solutions, and statewide education—positioning Virginia as a national leader in humane lawmaking and innovative animal protection.
By year-end 2026, our measurable goals include:
Passing key legislative reforms (Companion Animal Shelter Standards Act, ACO Safety Standards, No Pet Gets Left Behind Law, targeted tax incentives).
Launching pilot programs for AI enforcement, judicial wellness, and youth engagement statewide.
Expanding Kids, Cats, and K9s to all major regions, fostering direct adoption impacts.
Building sustainable funding pathways for long-term program stability.
Advancing toward No-Kill Virginia as a shared state goal.

We are working to build a statewide coalition of legislators, lawyers, law enforcement, financial professionals, animal welfare professional, Veterinarian groups, shelter board members, elected and appointed municipal leaders, regional shelter/rescues, and folks who work for and/or supports animal care…the power of many!
We have a good start.
Primary Goal: Strengthen organizational infrastructure, finalize legislative materials, and secure partnerships ahead of the 2026 session.
Key Objectives:
Legislative Readiness
Finalize all 35 bill drafts, one-page handouts, and Appendix A legislative checklist.
Complete high-priority legislator guidebooks, focusing on House incumbents and challengers.
Partnerships
Secure collaboration with Virginia Farm Bureau, Virginia Animal Control Association, William & Mary Law School/NCSC.
Leverage Aug 13 Governor’s Office meeting for buy-in on Governor’s Animal Advisory Committee.
Communications
Launch Paws, Claws, and Laws Substack with 8–10 weeks of content ready.
Produce signature infographics (e.g., taxpayer funding of shelters, farm statistics).
Community Expansion
Extend Kids, Cats, and K9s to 2–3 new districts with wall-of-fame and mascot components.
Engage regions without Animal Advisory Groups.
Primary Goal: Achieve legislative passage and strong public visibility during the General Assembly session.

Drive floor and committee support for high-priority bills.
Provide legislators with daily updates and targeted data packets.
Media Presence
Host press events tied to legislative milestones.
Publicize Envigo case anniversary to spotlight reforms.
Grassroots Activation
Deploy district-specific advocacy kits for shelters, rescues, and farmers.
Coordinate constituent email and testimony campaigns.
Primary Goal: Launch funded programs, measure outcomes, and solidify momentum.

Program Rollout
Begin AI monitoring of pet sales, ACO safety equipment distribution, judicial wellness pilot programs.
Convene Governor’s Animal Advisory Committee inaugural meeting.
Impact Tracking
Release a mid-year impact report with adoption rates, economic benefits, and enforcement metrics.
Funding Strategy
Create a 3-year funding plan integrating grants, appropriations, and private support.
Primary Goal: Make Virginia the national leader in comprehensive animal welfare policy and innovation.

Ensure all Virginia shelters meet No-Kill standards.
Expand Kids, Cats, and K9s to every school district.
Deploy AI enforcement and tracking in every county.
Build the VAPG Training Institute for law, policy, and welfare best practices.
